Philemon Kiprono Yebei, PhD, is Associate Vice President for Finance and Strategy at Indiana University. Since joining the executive leadership team in 2018, he has advanced through roles that connect the university’s academic mission, student success, financial health, and operational strategy across its regional campuses.

He leads the Regional Campus Vice Chancellors for Finance Council, where he helps align organizational structure, revenue forecasting, budget planning, compensation strategy, workforce planning, and financial risk management across five campuses. His work ensures that fiscal planning is coordinated, strategically sound, and aligned with the university’s broader academic priorities.

As a senior advisor to university leadership, Philemon is known for guiding complex institutional transformation. He played a key role on the strategic steering team that redesigned the university’s resource allocation model, helping transition Indiana University from a traditional responsibility center management system to a hybrid budget model that supports growth, cross-campus collaboration, and centralized shared services. He is also skilled at translating complex financial data into clear strategic narratives for university leadership and the Board of Trustees.

His career reflects a deep commitment to student success and institutional sustainability. He contributed to a university-wide fee reform effort that reduced the number of student fees and simplified billing. He also helped design a funding model for IU Online, which supports more than 10,000 students and provides academic program management, marketing, enrollment, student services, and compliance support for online programs. In addition, he has partnered with faculty and administrative leaders on salary equity and workforce optimization initiatives that reinvest resources in mission-critical academic priorities.

Before his current role, Philemon served as Vice Chancellor for Finance at Indiana University Kokomo, where he championed shared governance and transparency through participatory budget philosophy. His experience also includes planning, financing, and logistics for major capital projects and infrastructure improvements that enhanced the learning environment and supported student persistence.

Originally from Eldoret, Kenya, Philemon’s leadership philosophy is grounded in stewardship and service. He earned his doctorate in Higher Education Administration and a master’s degree in Applied Health Science from Indiana University Bloomington. He also serves as Vice President of the Board of Directors for the WonderLab Museum of Science and Technology in Bloomington, Indiana.
